Ram Chand Paul was a popular scientist, expert, manager and science prompter. He was also the author of many exploration papers and books. He provided an essential part in the development of Panjab University. He worked as Lecturer and Head of Chemistry Department of Punjab University from 1959 to 1974, Dean of University Instruction from 1965 to 1967 and Vice-Chancellor from 1974 to 1984. He provided a creative role in the growth of the University into a first-rate academic institution in the country.

Ram Chand Paul was born on 20 October 1919 in Shakargarh (Now in Pakistan). He completed his primary education at Central Model School, Lahore, Hindu College, Amritsar and Khalsa College, Amritsar. In 1939, He completed a Graduation from the Honours School in Chemistry of the Punjab University. In 1940, He obtained M.Sc. (Hons. School) Degree. In 1947, under the guidance of Dr. S. D. Muzaffar, He competed Ph. D. In 1954 He obtained Second Ph. D. from Cambridge University. In 1968, the University of Cambridge awarded him Degree of Doctor of Science, Sc.D. (Cantab) for detection for Study in Science.
